Job Summary:
Reporting to the Chief of Police and Executive Director of Public Safety, the Deputy Chief of Police will perform multifaceted oversight work directing the operational and administrative activities of the Police Department at the University of Mississippi Medical Center (UMMC). Work involves directing, managing, supervising, and overseeing the daily functional activities of the Police Department and assisting and supporting the Chief of Police and Executive Director of Public Safety with developing and implementing the mission and vision for the Department requiring the individual management of assignments within specific functional areas; duties and assignments may overlap depending on the Department's operational needs and its staffing levels. Duties and responsibilities require coordination with, assistance to, and support of the UMMC Chief of Police and Executive Director of Public Safety. Work is highly independent and requires elevated levels of responsibility and possession and exercise of the following competencies: Criminal Investigation, Information Management, Partnering, Leadership, Oral Communication, Problem Solving, Written Communication, and Decision Making. The Deputy Chief of Police will supervise directly management-level positioned personnel (i.e., Captains) and directly engage as required with all Department division personnel.
 
Education & Experience
Bachelor’s degree from an accredited college or university with major course work in criminal justice, law enforcement, public safety, police sciences, public administration, or related field(s). (Master’s degree is preferred.) Must have eight (8) years of increased experience and responsibility as a full-time sworn officer with extensive administrative, supervisory, and leadership responsibilities to include experience with recruiting, selecting, and in-processing/out-processing of personnel, and training and policy development and compliance – all related to the fields of law enforcement and public safety, experience conducting internal integrity reviews and officer-involved use of force inquiries and investigations, experience with public information officer duties and responsibilities, experience working with and/or managing emergency telecommunications personnel, experience selecting, supervising, training, and evaluating staff and administering departmental goals, objectives, and procedures. Valid driver's license required, Mississippi Law Enforcement Minimum Standards Certification within one year of hire. National Incident Management System (NIMS) Incident Command System (ICS) 100, 200, 700, 800 within first 180 days.

Knowledge, Skills & Abilities
Must have and exhibit knowledge, skills, and abilities related to: a comprehensive law enforcement program's operations, services, policies, procedures, activities, principles, and practices, modern and complex law enforcement principles and practices, including identification and investigative techniques, the laws governing the apprehension, detention, arrest, and custody of accused persons, use of firearms, Tasers, body cameras, and other modern law enforcement equipment, including less than lethal devices, application of principles and practices related to budget preparation and administration, supervision, training, and performance evaluation principles, identification of and response to sensitive community and organizational issues, concerns, and needs, analysis of problems, identification of alternative solutions, projection of consequences of proposed actions, and implementation of recommendations supporting desired and intended goals, principles and practices of law enforcement-related program development and administration, excellent interpersonal, oral, and written communication skills, excellent computer-related skills, and familiar with Microsoft office suite, ARMS, Power DMS, NCIC, NIBRS, and other databases.
 
RESPONSIBILITIES:
  • Assume appropriate chain of command-level management responsibility of all division(s) within the UMMC Police Department; recommend and administer policies and procedures; serve as acting Chief of Police and Executive Director of Public Safety in the absence of same. Manage, and participate in developing and implementing goals, objectives, policies, and priorities for assigned programs; recommend and administer applicable policies and procedures. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Plan, direct, coordinate, and review work plans associated with special event operations and policing internal control needs; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff, internal and external to the Department, to identify and resolve problems.
  • Manage, oversee and coordinate various operations and services functions, including crime prevention, internal integrity reviews, use of force incidents, planning and research, DARE awareness, narcotics interdiction, and special enforcement. Manage and oversee significant criminal investigations within the Department; conduct personally complex investigations.
  • Review and adjudicate requests for special assignments, transfers, and training. Review and manage the investigation of citizen complaints against sworn and non-sworn personnel; engage as the chain of command-level appropriate concerning applicable proposed corrective actions.
  • Train, motivate and evaluate Department personnel; provide or coordinate staff training; work with employees to address areas of personal and professional improvement; ensure the implementation of discipline or corrective action measures, including recommending termination procedures as appropriate. Participate in the development and administration of the Department's budget; approve to advancement to the Chief of Police the forecast of required funding levels for staffing, equipment, materials, and supplies; as authorized by the Chief of Police and Executive Director of Public Safety, approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Explain, justify and defend Department programs, policies and activities; negotiate and resolve sensitive and/or controversial issues. Represent the Police Department to other departments, elected officials, media, and outside agencies; coordinate assigned activities with other departments and organizations.
  • Provide staff assistance to the Chief of Police and Executive Director of Public Safety; participate on various boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
  • Attend and participate in UMMC community meetings, citizen/student advisory panels, professional group meetings, and related events; stay abreast of pertinence court decisions and rulings, new trends and innovations in law enforcement, and applicable legislation and statutes.
  • Respond to and strive to resolve complex and sensitive citizen inquiries and complaints. Collaborate with the development and maintenance of cybersecurity protocols protecting networks and databases. Liaise with allied law enforcement and public safety agencies, community groups, students, parents, and campus visitors to promote a public safety program.
