Position Summary

The HR Recruitment Manager oversees all day-to-day operational activities and processes associated with talent acquisition functions at the College. The position ensures that programs and activities are developed, managed, and reviewed using a data-driven approach that sets priorities for improvements aligned to ongoing strategic imperatives. This role involves leading process improvement and enhancing the College's employer brand through recruitment, onboarding and related projects and initiatives.

Primary Responsibilities

1. Supervision

  • Ensure the HR recruiting team’s activities align with strategic imperatives.
  • Hire, evaluate performance, train, provide guidance and feedback, and discipline assigned staff in accordance with established procedures and bargaining agreements.
  • Oversee professional development plans and goals of assigned staff in support of department goals and the College’s mission.

2. Recruitment, Selection and Onboarding

  • Work closely with the Director, CHRO, and others to identify, define and monitor talent acquisition metrics and create, design and implement strategies that drive positive outcomes
  • Serve as the lead system administrator for the Applicant Tracking System, proactively reviewing system changes and upgrades.
  • Develop and direct the collection of relevant analytics and generate reports to track hires, transfers, and promotions to assess the impact and effectiveness of diversity efforts.
  • Provide consulting support, expertise, and assistance in searches/recruitments for hard-to-fill positions college-wide.
  • Research, develop, advise, consult, and train RCC faculty, staff, hiring managers, search chairs, search committee members, and others regarding the hiring process, federal and state employment laws, and RCC recruitment processes and tools.
  • Collaborate with HR staff, the Employee Relations Coordinator, and leaders across campus to support new employee onboarding and a smooth transition from Human Resources to the hiring manager via tools such as the Onboarding Guide.
  • Manage and ensure a positive candidate experience from application through onboarding.
  • Plan and organize RCC's participation at career fairs, conferences, and related events, promoting RCC's employer brand and connecting with potential candidates.
  • Explore opportunities including marketing activities, sourcing channels and/or recruitment strategies to position RCC as an employer of choice, meet recruitment goals, and support mission fulfillment.
  • Develop, build, and maintain relationships with a variety of key organizations and institutions, diverse recruitment contacts, and talent acquisition resources.
  • Develop annual recruitment budget line proposal for the HR Department.

3. General Human Resources

  • Provides professional, prompt, and courteous assistance to visitors, employees, students, applicants and outside agencies (in person, electronically, and over the phone) regarding HR processes and/or information which can be confidential and technical.
  • Responds to requests for clarification while maintaining strict confidentiality with highly sensitive information, directing requests to other HR staff and/or the Director as appropriate.
  • Review PAQs for Classified, Management, and Faculty Professional positions, communicating with managers and employees to ensure the duties of the positions are accurately reflected prior to submitting to the third-party vendor for classification review as assigned.
  • Develop, coordinate, and conduct HR, employment law, and compliance-related training as assigned.
  • Support the development and implementation of new hire and annual employee training programs in coordination with the Employee Relations Coordinator and others.
  • Contribute to the development of long-term goals and strategies that align with the college’s overall mission and operational needs.
  • Pilot new initiatives aimed at improving efficiency and effectiveness, such as digital HR services, employee self-service portals, and automated systems for routine inquiries.
  • Support departmental and divisional special projects, programs, and events

4. Personnel Records and HRIS technology

  • Assigns and reviews personnel actions related to new hires, salary adjustments, reclassifications, promotions, separations and other status changes.
  • Ensures accuracy and timeliness of data entered into HRIS.
  • Communicates with employees and supervisors, responding to routine requests for clarification and directing escalated or complex concerns to appropriate HR staff and/or the Director.
  • Maintains up-to-date employee personnel files, lists, hiring, HRIS, and other records.
  • Maintains the confidentiality and security of all paperwork and information.
  • Provides reports, copies of personnel files and/or other records upon request, consulting with the Director as needed prior to releasing information.

5. Other Duties as Assigned

Qualifications & Additional Position Information

1. Minimum Qualifications

  • Education – A Bachelor’s degree in Human Resources, business administration, or a related area is required.
  • Experience – A minimum of five years of progressively responsible Human Resources experience, including talent acquisition is required.

Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.
Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).

2. Preferred Qualifications

  • Professional HR Certification from the Human Resources Certification Institute (HRCI) such as PHR or SPHR, or Society for Human Resources Management (SHRM) such as CP or SCP.
  • Experience in managing and developing HR staff members performing a variey of HR functions.
  • Master’s Degree in Human Resources or related field.

3. Essential Knowledge, Skills, & Abilities (Core Competencies)

  • Knowledge –Comprehensive knowledge of strategic human resources management, including an understanding of organizational behavior, workforce planning, and talent management; Expert knowledge in modern recruitment practices and platforms, including social media recruitment, digital recruiting tools like ATS (Applicant Tracking Systems), and proactive sourcing techniques; Familiarity with federal and state employment laws affecting recruitment and hiring; Proficiency in analyzing HR metrics and recruitment data to guide strategic decisions and improve recruitment processes; Knowledge of budgeting, fiscal management, and resource allocation within the context of HR functions.
  • Skills – Strong leadership skills with the ability to motivate, direct, and develop a team of HR professionals; excellent verbal and written communication skills, necessary for writing reports, conducting presentations, and effectively communicating with all levels of the organization; Strong analytical and problem-solving skills to address complex recruitment challenges and optimize HR processes; Planning and organizational skills; time management skills; Skilled in using HR information systems, recruitment software, and common office software like Microsoft Office Suite.
  • Abilities – Ability to develop and implement comprehensive recruitment strategies that align with the college's strategic objectives; Ability to adapt to changing priorities and maintain effective performance under pressure; Strong interpersonal skills to effectively manage relationships with internal stakeholders, external partners, and potential candidates; Commitment to providing excellent customer service to enhance candidate experience and promote a positive image of the college.

4. Other Requirements

  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

6. Physical Demands

  • Manual dexterity and coordination are required for over half of the daily work period (about 80%) which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials less than 5 lbs. daily, 5-25 lbs. weekly, and 25-60 lbs. occasionally. This position requires both verbal and written communication abilities.

  • While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

Additional Posting Information

This is a Managerial/Supervisory position in the Human Resources Department. Starting compensation will be based on Grade K of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 23-24 salary schedule; effective July 1, 2024, the salary schedule will increase by 3.4%. Consideration will be given to related experience and educational achievement.
