JOB TITLE: COLLEGE DIRECTOR OF SAFETY AND SECURITY

DEPARTMENT: SAFETY & SECURITY, ADMINISTRATIVE SERVICES

SALARY RANGE: $85,000 - $100,000

FLSA: EXEMPT


 

IMMEDIATE SUPERVISOR: Vice Chancellor of Administrative Services

SCHEDULE DETAILS: Full time / 12 month position/PSRS


 

Position Summary

The College Director of Safety and Security oversees all processes involving personnel and operations of the department. Provides strategic and operational leadership for the college’s safety and security operations and emergency preparedness in a multi-campus setting spanning six locations. Responsible for setting the vision, strategy, and direction of the Safety and Security Department and provides technical guidance, training, and inspection/risk analysis services to college.


 

Essential Job Duties

  • Lead, plan, organize, manage, and direct all activities of campus safety and security in accordance with college policies and procedures at all campuses and centers as well as any off-campus college events.
  • Conduct comprehensive assessments and evaluations of security services for all campus and center locations.
  • Update and maintain standards for security operations and performance.
  • Establish pre-employment requirements for security personnel, in conjunction with the Office of Human Resources.
  • Update and maintain in-service training programs for security personnel.
  • Develop, implement, and coordinate emergency preparedness drills such as severe weather and fire, as well as man-made events such as armed intruder threats.
  • Update and maintain record keeping and reporting systems.
  • Update and maintain safety and security policies and procedures to include the emergency response plan.
  • Manage the system wide departmental budget.
  • Develop and present crime prevention and intervention informational programs.
  • Manage the installation, operation, and maintenance of security surveillance, life safety, and emergency notification systems.
  • Issue timely warnings and other emergency notifications when necessary.
  • Research and compile crime statistics to ensure college compliance with the Clery Act, Title IX, and VAWA.
  • Ensure compliance with all laws, regulations, and educational rights and privacy acts pertaining to security.
  • Exhibit exemplary attendance and punctuality.
  • Develop and maintain contact and communication with local, county, and state law enforcement agencies throughout the college service area.
  • Comply with college policies and procedures.
  • Perform other duties as assigned, including attending college functions, serving on committees and attending community events.

 

Non-Essential Job Duties

  • Establish uniform enforcement of sanctions for violators of all security procedures.
  • Review student codes and disciplinary procedures on all campuses to support state criminal laws for a safe environment.
  • Promote and maintain professional security affiliations and up-to-date knowledge of both technical and legal developments in the field.
  • Participate in committee assignments requiring security and threat assessment expertise.

 

Required Knowledge, Skills & Abilities

  • Bachelor's degree in criminal justice, business management, public policy, or a related field from a regionally accredited institution of higher learning.
  • Ten years of leadership experience in collegiate security, law enforcement and/or military law enforcement.
  • Successful completion of a recognized law enforcement training academy, military law enforcement school or otherwise qualified under the Law Enforcement Officers Safety Act (LESOA - HR218).
  • Proficient in the use and maintenance of firearms, defensive tactics, and personal protection equipment.
  • Knowledgeable of federal, state, and local laws, policies, and procedures that promote campus security.
  • Working knowledge of the Clery Act, Title IX, and VAWA.
  • Demonstrated experience conducting and supervising investigations.
  • Demonstrated skills in physical and community security issues (e.g., lighting, locking systems, patrolling, video management, access control, security systems, emergency response, community policing).
  • Demonstrated ability to implement a comprehensive safety/security and emergency response plan.
  • Excellent oral, written, and interpersonal communication skills in a diverse college setting are essential.
  • Must be able to prepare and deliver oral presentations before small, medium, and large groups of people.
  • Demonstrated proficiency in a recognized Adult/Child cardiopulmonary resuscitation (CPR), Automatic External Defibrillators (AED) program and First Aid course.
  • Ability to work well with others.
  • Ability to delegate and assign duties.
  • Ability to encourage and build mutual trust, respect, and cooperation within and between the Safety and Security Department and other college departments.
  • Strong oral, written, and interpersonal communication skills in a diverse college setting.
  • Ability to use information technology for professional productivity such as Microsoft Office Suite.

 

Preferred Knowledge, Skills & Abilities

  • Master’s degree in criminal justice, business management, public policy, or a related field from a regionally accredited institution of higher learning.
  • Possess a Missouri POST Class A certification from a recognized law enforcement academy.
  • Progressive responsible experience as a supervisor and administrator in collegiate security, law enforcement and/or military law enforcement.
  • Valid Missouri Class E driver’s license or CDL, with a good driving record.
  • Experience with Colleague, Maxient, and Omnigo Report Exec software programs.

Requires extended periods of time viewing computer monitor or standing; may require adjustment of schedule to include some evening and/or weekends; may encounter occasional exposure to inclement weather during travel.
