Summary:
Under the direct supervision of the Assistant Vice President (AVP) of University Police Services, Emergency Management, and Transportation Programs, the Police Investigator conducts criminal, administrative and internal investigations for the American University Police Department (AUPD). The incumbent thoroughly assesses threats against the University community and collaborates with other AUPD units, AU offices, and liaises with outside law enforcement agencies. The Investigator recommends appropriate response measures and action items for threat assessments, crime trends and administrative investigations to senior leadership in AUPD.
 
In addition, the Police Investigator will manage daily and annual Clery compliance regulations and conduct crime analysis. The Police Investigator works collaboratively with various offices at the university to ensure the institution’s compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations. The Investigator reviews incident reports, collects and analyzes crime statistics, writes and publishes incident notifications, daily crime logs, student conduct violation filings, crime alerts and the Annual Security Report. The incumbent controls all aspects of an assigned investigation, including associated crime scenes and assisting personnel.

1.) Investigations
  • Investigates reports of criminal activity occurring on the campus and controlled properties of American University to determine if reported crimes have occurred and to identify involved persons.
  • Conducts all aspects of a comprehensive investigation including interviewing victims, suspects and witnesses; obtaining arrest warrants, search warrants, court orders and filing student conduct charges through the appropriate channels; documenting all investigative methods, leads, facts, statements and evidence via well-written reports.
  • Assists members of the AUPD and outside law enforcement agencies with criminal investigative processes.
  • Investigates administrative incidents pertaining to American University students and employee misconduct, in cooperation with Campus Life, Employee Relations and other university departments.
  • Assists in completing background investigations for new and promoted employees.
2.) Threat Assessments
  • Investigates and assesses any internal or external threats to American University students, staff, faculty, and property in a thorough and timely manner.
  • Recommends appropriate action to the AVP and implements those actions upon his/her approval.
3.) Clery Act, HEOA and Other Regulatory Compliance
  • Coordinates American University’s Clery Act Compliance program.
  • Prepares, publishes, and distributes the Annual Security Report.
  • Ensures notices announcing the availability of the Annual Security Report are properly developed and available to prospective students and employees.
  • Submits annual crime statistics to the U.S. Department of Education. Coordinates the response to any Clery Act records or audit requests with the appropriate internal department.
  • Stays abreast of pending changes to the Clery Act and other laws or regulations affecting Clery Act provisions.
  • In conjunction with the applicable offices, develops, implements, and trains personnel on Clery Act required policies, programs, and activities. Identifies and trains university “campus security authorities.”
  • Coordinates with internal departments to ensure compliance with the Clery Act, Higher Education Opportunity Act (HEOA), Violence Against Women Act (VAWA) and other applicable federal and District of Columbia laws.
  • Maintains an accurate list of buildings and properties owned and/or controlled by the University.
  • Maintains all records demonstrating compliance with the Clery Act.
  • Writes and coordinates the distribution of daily notification of criminal and other safety-related incidents to campus officials.
  • Advises, writes, and coordinates the distribution of timely warnings to community members of crimes and safety incidents, which pose an ongoing threat.
  • Maintains an online daily crime incident log, which includes all incidents reported to the campus police and the dispositions of those incidents.
  • Coordinates with the appropriate internal departments on the process and requirements for the issuance of emergency notifications.
4.) Records System Management and Police Incident Report Review
  • Reviews all incident reports to determine what, if any, investigative actions, must be taken.
  • Writes supplemental reports and updates the electronic records system with investigative actions taken, findings, and evidence.
  • Writes criminal, informational, and threat assessment reports.
5.) Investigative Liaison
  • Serves as a liaison with other law enforcement agencies, sharing information, collaborating on joint investigations and responding to potential threats against the American University community.
6.) External Communication and Reporting
  • Prepares weekly incident and criminal reports to be sent to other campus offices i.e., Dean of Students Office, Title IX Office, Employee Relations Office, the Provost’s Office.
  • Files violations of the Student Conduct Code with the Office of the Dean of Students.
  • Notifies the Title IX Office of any incident report containing a violation of Title IX laws.
7.) Policy Development
  • Establish investigative policies, as well as edit, and update policies as necessary.

Position Type/Expected Hours of Work:
  • Full-Time.
  • This position is considered essential and must be able to work various hours, including nights and weekends, and to respond to incidents on-call.
  • The Investigator will be placed on an on-call rotation, subject to on-scene response for certain incidents and emergency situations.
 
Salary Range:
  • $32.02- $38.43per hour.
 
Required Education and Experience:
  • High school diploma or equivalent.
  • 3-5 years of relevant experience.
  • At least 3 years in a law enforcement setting with experience conducting investigations.
  • Relevant experience includes assessing and analyzing evidence, statements, and threats; interviewing individuals; collaborating with other law enforcement agencies and elements of the criminal justice system; utilizing databases, video surveillance and other software tools for investigative purposes; and obtaining arrest warrants, subpoenas, court orders, and search warrants.
  • Excellent verbal and written communication skills, as well as public speaking skills are required.
  • Report writing skills, proficiency with computers, and software programs is required.
  • Ability to interact with a diverse population while utilizing community policing skills.
  • Ability to work with minimum supervision and multi-task in a fast-paced setting.
 
Conditions of Employment:
  • Must possess or be able to obtain and maintain a University Special Police Commission in the District of Columbia.
  • Must possess and maintain a current driver’s license.
  • Ability to obtain and maintain the University’s approval to drive University vehicles.
  • Must pass required drug-testing and random drug testing.
  • Must possess or be able to obtain and maintain issued weapons certifications, CPR and AED certifications, and other training as directed.
